Job Description

Operating under the federal Older Americans Act, the Office of the State Long-Term Care Ombudsman (OSLTCO) plays a crucial role in safeguarding the well-being and rights of individuals residing in long-term care facilities. The OSLTCO is seeking a Long-Term Care Ombudsman to review, investigate and work to resolve complaints for or on behalf of residents/tenants in long-term care facilities and Medicaid managed care members receiving Medicaid long-term services and supports in the community.

Travel is required. This position will cover the Western area of the State of Iowa.

Responsibilities:

Conduct facility visits, investigate and work to resolve complaints by or on behalf of residents/tenants in long-term care facilities Provide information, consultation and education to individuals, providers, facility staff, resident and family councils and document all activity details.

Develop and maintain a working knowledge of resident's rights and state and federal rules and regulations, and apply appropriate strategies for resolving complaints and representing the rights of residents/tenants.

Monitor operations of long-term care facilities by going to the facility and observing staff and facility routine, visiting with residents, family and visitors about their satisfaction with quality of care and quality of life at the facility.

Review, investigate and work to resolve complaints by or on behalf of Medicaid managed care recipients with their managed care organization. Assist recipients in understanding the services, coverage, access provisions, responsibilities, their rights and opportunities under Medicaid Managed Care.

Provide advice and assistance relating to the preparation and filing of complaints, grievances, and appeals of complaints or grievances, including through processes available under managed care. Provide information, consultation, and education on long-term services and supports related to the Medicaid managed care program.

Determine the most resourceful utilization and placement of volunteers within assigned territory, provide support and consultation to Certified Long-Term Care Ombudsman volunteers

Promote the Long-Term Care Ombudsman Program through networking with internal and external customers-this includes participation in Department meetings, committees and events as well as other duties as assigned by supervisor

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's Degree in Human Services, Nursing, Social Work, Psychology, or Long Term Care;

OR

an equivalent combination of experience and education substituting one year of the required full-time professional/technical experience in long term care for each year (30 semester hours) of the required education to a maximum of two years.

Additional Qualification Requirements

Applicants for positions in the Office of the State Long Term Care Ombudsman must sign a statement showing they have no conflict of interest as indicated in the Older Americans Act.

Must possess a valid driver's license and proof of motor vehicle insurance.

Travel required.
