Under limited supervision, the Pathway Navigator – Corrections will provide intensive community outreach to increase enrollment in post-secondary training and education, and other work-based learning opportunities for eligible incarcerated or individuals. The Navigator will work in collaboration with the Iowa Department of Corrections on the recruitment, assessment, and development of an education pathway for incarcerated individuals from intake to re-entry which will integrate skills assessments, basic skills remediation, technical training, and other education programming that could include Second Chance Pell. The Pathway Navigator is responsible for providing direct service to participants in the PACE (Pathways for Academic Career and Employment Act, 2014 Iowa Code Chapter 260H), Ticket to Work, and Education and Training programs at Southeastern Community College who are interested in pursuing training, education, credentialing, employment and or advancement in earning their high school equivalency diploma, non-credit, and/or credit programs such as (but not limited to) healthcare, advanced manufacturing, and IT. This position is part of a team of PACE Navigators that will collaborate with internal and external partners to research, develop and promote well-articulated career pathways and related resources and services for low-wage and low-skilled individuals in the SCC service region.

This position is a full-time position with a starting salary of $43,888.00 per year.

The Pathway Navigator – Corrections will operate out of specific correctional institutions, Iowa State Penitentiary and Mt. Pleasant Correctional Facility, and the West Burlington location. The Pathway Navigator – Corrections must have the ability and mobility to regularly visit other areas throughout the state, including attending meetings in the main campus. Must be able to work on a basis of “available as work demands” in addition to a fixed schedule, which may include evenings and weekends.

The Pathway Navigator – Corrections will abide by the employment contract and relevant policies and guidelines of the Board of Trustees.

Continued employment is contingent upon the continuation of grant funding.

Essential Duties Summary

Responsibilities include but are not limited to:

  • Implement marketing, recruitment, eligibility, intake, assessment, case management, evaluation methods, tools, and other documents needed to support the corrections education in prison initiatives. Documents shall support customized service delivery plans for program participants.

  • Coordinate post-secondary programs and recruitment efforts in consultation with the Iowa Department of Corrections staff and partner education providers.

  • Coordination with the Adult Education & Literacy staff to identify pathways for students in those programs to post-secondary programs.

  • Assist in the facilitation of PACE program initiatives with the goal of providing low-skilled and low-wage individuals the guidance, opportunity, and support for accessing improved training, education and credentialing relevant to local workforce demands.

  • Assist students and staff with programing related to incarcerated individuals’ entry to educational services, course of study selection, career planning, and transitioning to further educational opportunities.

  • Work in collaboration with continuing education, secondary programs, academic affairs, and other college programs and committees on the development and implementation of existing and future corrections education initiatives, with a focus on creation of career pathways and articulation of programs between credit and non-credit programming.

  • Develop pathways to ensure instruction and learning of work readiness skills that are aligned with industry-recognized standards needed in the community college region.

  • Develop partnerships with representatives from industry sectors, government, education, local workforce boards, economic development organizations, community-based organizations, and other stakeholders; to determine pathways to address workforce skills gaps and occupational shortages from entry level to advanced employment to support the ICHEP and post-secondary education program in prison.

  • Develop Community-Based Organizations to create a referral system, as well as partner agreements linking post-secondary education participants to support services needed to successfully enroll and complete education and training plans.

  • Serve as a coach/advisor to students in Corrections Education programming, linking students with appropriate college and partner resources. This could include registration, college admission applications, FAFSA completions, student resource distribution, etc.

  • Provide appropriate assessment and guidance through a case-management approach to students who are experiencing challenges/barriers within and or outside their educational experience.

  • Actively participate in department, division, and institution meetings and trainings.

  • Other duties as assigned by the Director.

  • In addition, the individual in this position will actively promote a positive image for the educational providers represented by the Iowa Consortium for Higher Education in Prison.

    Required Qualifications

  • Bachelor’s degree preferred. Area of emphasis: Business, Communication, Counseling or Human Relations, Psychology, Social Work, Human Services preferred.

  • Relevant work/lived experience related to the nature of this position will be considered.

  • Self-motivated, energetic and creative individual with a minimum of two (2) years program management experience required. Program management experience includes: planning, budgeting, organizing, monitoring, observation, evaluating and reporting of program or business functions.

  • Experience in preparing and presenting to groups of individuals.

  • Ability to use technology and computer software applications to perform work duties:

o Able to use Microsoft Office programs (Outlook, Word, Excel, PowerPoint)

o Ability to learn and develop competency in student data management administrative software and other reporting software.

  • Understanding and commitment to the comprehensive community college philosophy.

  • Strong presentation, facilitation, written, verbal, listening, and interpersonal communication skills.

  • Ability to provide quality customer service both internally and externally.

  • Strong human relations and interpersonal skills to interact positively and cooperatively with Iowa Department of Corrections and other internal/external constituents.

  • Ability to read, comprehend and abide by government forms/regulations and complete required reports related to grant activities.

  • Honesty, strong work ethic, character and personal integrity, with commitment to providing the utmost professionalism, discretion, and confidentiality are required.

  • Ability to handle confidential matters with discretion and perform with a high level of personal and professional integrity and ethics.

  • Demonstrated strong organizational skills, ability to plan, perceive priorities, implement and manage multiple projects. Follow through on projects/commitments is essential.

  • Must be detail-oriented with strong analytical, evaluative and organizational skills, with demonstrated ability to plan, implement, and manage multiple tasks.

  • Must possess valid driver’s license.

  • Excellent verbal and written communication skills and ability to get along with almost everyone and quickly establish rapport are a must.

  • Preference given to candidates who have obtained the NCRC (National Career Readiness Certificate).

  • Experience with the budget process and successfully managing budgets is preferred.
